He mentioned some new graphics element causing problems that needs to be fixed before release. It could be anything - a wiper, a brake glow, a backfire animation or a single LED or gauge in cockpit. No one said "new graphics elements" are coming with new build
Let us break the message down. "Some" will indicate that more than one license would be up for grabs. Would this mean that there is an actual championship or indiviadual cars and tracks, I would say that its more likely that it is cars and/or tracks. Maybe from within some championship, some car manufacturer has opened their doors which would mean that some teams cars are potentially available. Word "awesome", would indicate that it is very desirable content, which in turn would mean popular cars and tracks from sim racers point of view, and him making a silly about sleeping instead shows that he is clearly excited about this, so I think that cautiously so should we. ISI has had relations with Bmw, and there is none mentioned yet concerning rF2, so could it be road cars from them, also those couple mercedes we know that are coming into rF2 eventually, might be indicator that line to that direction is open. It is possible that more licenses for GT content has come to light. There is the vette and GT-R, perhaps more of the same is presented as a possibility, which throws me back to the Bmw GT cars. There is so many tracks that guessing is just pointless, but if you throw the already licensed content into the mix, you can come up with few that would be "awesome" to have. Could continue this guessing game till cows come home, but interesting "tweet" indeed. Obviously this doesnt mean that Tim got the licenses, it says clearly that "opportunities opened up" so I guess the actual licenses are on the table, but what does it take to get them and to turn them into actual content is a totally different matter. That being said, I doubt that Tim would make a public statement about the licenses if there isnt something up his sleeve which would turn out into reality for us... eventually.

No one is saying it will be a public build. Next one we will see may be just as well 158. Although it's been 3 weeks since build 146 and the fact they're testing internally could mean next build is not that far away.
