There's logic on that and you are losing new sales, as people don't look at Reiza's packs as good purchases but would once updated.
Makes zero sense not to release what is, reportedly, ready to go.

Why not sell the same track for two different products? People don't seem to have an issue with paying for the same content in GTRevival, AMS2 and AC, so I see no reason why it shouldn't be worth it to offer the same piece of tarmac in products that use the same base engine but offer inherently different content. I would buy a very high quality LS version of Interlagos, COTA or Imola without much hassle for rF2. The Reiza version of Imola is good but not on the same level as the tracks by S397. And I sort of have given up waiting for the updates. One thing that I have learned though is that I will be more carefull how I spend my money in the future.I dont really think the tracks and cars from LMU could be easily ported to rF2.
Theoretically they should be just the same for both games, but my guess is that s397 will put a good effort into encrypting them to avoid it.
Unless we are talking DLC, of course.
