Yeah, it changed over the course of this thread. We haven't gone and edited all the older posts, so you'd need to read through them all. This is the first I wrote that was in the current situation: https://forum.studio-397.com/index.php?threads/missing-dlc-tutorial.62565/page-4#post-1099839

Steam changed about 2 weeks ago and no longer shows DLC in the properties. It's a pain but you can search for each car in the workshop folder and delete the car's folder there, which will uninstall it next time you run the game. Verifying rF2 files in steam will redownload it, and rF2 will install it on the next start.

Probably your issue isn't the same as described here. Try the things people have suggested in your thread and give more info there.
