I see none. Edit: I see a few objects 'pop in' (become visible) at various places when driving, but not flashing.

The high-speed open wheelers in rF2 don't, why would the one in the video? Feedback where you want to question bumps are all well and good (I think people are being a bit negative about you with no reason), but I often find when people giving feedback make statements that aren't realistic it seems to invalidate everything else they've said, to other readers.
Like Gee Tim....... Maybe because he never had a single thing nice to say about it or gave any thanks. That is what gets up my nose and makes the BP kick in. lool I can't speak for others
Some people simply are not taught to say "thank you, but, could you..." and just say "could you..." It's not really their fault. All you can do is remind them, but gotta do that nicely, too.
I will try harder Tim. p I try to prove nothing but I know sure as beeswax what the seat of pants tell me in a Historic. If anything I feel sorry for Empty wasting his time recording, driving and talking about something he is undecided about and not up to his standard. He must be very torn between opposing forces hehehe

I don't see any flashing either if I use, for example, the bumper cam view on the Palatov. But if I use any other view on that car or, for example, any view on the wonderful new GTR, I see the flickering (simplest example, the Tiger sign on the first straight after the pits). Same result at many other tracks. So what does that mean?
Well, if the flashing is visible, or not, with a particular car and cam combination, I would expect it's related to our old friend ClipPlanes. So how can one installation of rF2 treat those differently from another? I'd be delighted to adjust whatever I need to. I don't see cam files available to edit in notepad like we did in the olden days. So any pointers as to what else could cause this would be much appreciated. If we can isolate the setting(s), the huge bonus is that I won't be whinging about flashing textures any longer That's gotta be worth it. And I am not the only one who experiences these issues, so a universal fix could be developed, or at a minimum, publicly available instructions to manually fix it.
Is this just an Nvidia fix or does it help ATI cards as well. I don't actually have any probs with win 10 and my R9 200 card but , hey, any advantage in the cut-throat sim racing world.
