Then, we have paid for a game of 2012 and plenty of DLC's but still not finished at all. But yes, they continue releasing pay content and avoiding to fix the released content. The important thing is only to continue getting money? Very good...
The game has a good future if they continue improving the online ranking in my opinion, so I think that they should have a positive mood and try to fix and complete the game.
I think you're reading too much into the situation, and what other people are saying.
The devs are working on LMU. There have never been very many devs, and obviously rF2 isn't a great money earner (despite the DLC; and I seriously question the "for a game of 2012" statement, given how much core development there has been since then), so putting basically all resources into that to try and make it a success, and make some money, is a great idea. Especially for MSG, more than rF2 itself.
There's been no indication work has stopped forever on rF2, in fact any statements have been the opposite. The team in charge of running and finetuning the online system are active, making changes, fixing bugs.
Your comments on vehicle issues, like steering ratios, can be added to a very long list of wants, and a very long list of lingering long-term issues. It's been part of playing rF2. That doesn't make it ok, but it won't change magically in 3 months either - even when the devs do come back. That's just how it is, there's no point complaining too much about it because it won't help. We aren't part of the company, we can't dictate focus, and we can't see the whole picture from their point of view anyway. It's in their interest to make a successful product, so they'll do what they think is right to do that.
