How is your "centering force" set in the logitech app? You should use 0%, for a natural centering force.
A PC with above recommended settings should run at more than 60fps, everything high, 4x AA, without stutters. The graphics engine looks badly...
We need adjustments to adaptive anti-aliasing, it has some nice quality x performance cost on games with too many transparent textures (as RF2).
Looks like a EPU-6 engine or GPU speed throttling issue. When you overclock, both the CPU and GPU don't throttle down to save power.
