Depends on driver, used aids and mod (modders). Some player may be faster with one or more aids, i for myself was always faster without any aids. Some aids could make a inexperienced player faster, other aids make you slower anyway. In either case you get penalties, no matter if the used aid is...

Wenn ich mich recht erinnere schluckte das FFB beim MS Sidewinder damals tatsächlich einiges an FPS. Wie stark sich das ggf. in RF2 auswirkt kann ich allerdings nicht sagen. Versuch doch einfach mal mit ausgeschaltetem FFB ein paar Runden zu drehen.

Just take a look around... than you can see how this vmods are used by most server admins. There is a reason, why many people currently runs rf2 only offline! Maybe i am to dense to understand this vmod thing in all his glory^^ But imo all this can also be done without any restrictions...
