I had been testing the Formula Renault at LRP, and I noticed something interesting. A couple times I went into the first turn way too hot, and I locked up the right front tire. Then when I released the brake, I noticed that the tire either stayed locked for a few seconds, or was turning slowly, and then they went back to normal. I don't mean to sound stupid but I hadn't seen that really in other sims or in real racing that I'm aware of... Is it something that is in real life that I overlook, or is it a glitch or something?

There's a glitch with wheel locking, I believe. Needs a mod update.

I saw this too and i think i know what it is.
Default setup of formula renault car is so that inner wheel tend to lift off the ground in tight turns. So if you brake at that moment, wheel will stop turning and stay until it hit the ground again after turn.
In telemetry (attachment) you can clearly see what happens in T1 LRP (this is tire load graph, blue is front right).

Less antirollbar front is required, might also be helped with softer suspension front, but there is always handling changes then too.

If it works despite the issue, better not attempt to fix the issue as there is chance of messing up good setup.

May not talk to her about tires, but I am pretty sure the subject of rubber came up at least once ;)
