I don't know if this is related or not but I read that sim commander will only automatically find the game if it is the default location. If you have it elsewhere you have to manually add it.
nothing to do !! I tried in all the ways ... it does not run properly (but it works With ALT + TAB) Maybe plugin? ... maybe rFactor2 (DX11_Beta)? we wait
The strange thing is that SC does launch RF2 (and knows when RF2 is exited) , but it seems not to be reading the telemetry because there is no even a single shake.
It works for me but I have noticed that it won't work on the first launch. I have to launch it, go in game, quit game, exit game from sc then relaunch it through sc and it works. I started a thread about this on the sc forum but had no response when I last checked.
I changed the exe to launcher.exe from Rfactor2.exe and steam.exe (previously), and that did the trick. It waits for rfactor2. Got it working now, not fine tuned or usable profiles... but at least working.

I not at home so I can't check but doesn't SC4 do all of those steps during the update especially if you already have rF2 working in SC4?
So it seems that rF2 doesn't work with SC4 on all systems; myself and - at least one other AF user, have been in contact with SimXperience and Berney said they may have to revert back to v2 of the plugin until they can solve the issue(s). I assume any such change will be automatically configured but, if not - you'll have some clue as to what changed.
