I presume that's the icon that's in the base directory? That would (currently, I hope future versions will be able to handle all types of dds) need to be saved as 5,5,5 RGB 16bpp from the dds save dialog.
"8.8.8.8 ARGB 32 bpp | unsigned" this should be the textures format for the large and small icons in rf2
