Hosting and Joining at the same PC

I opened the ports in windows ,then added the ports in router UI but it still doesn't show ;-( ..Im off to work now ;-( will try again later tonight ~!
Thanks you guys for trying to help !!

Sorry, I should of made it clear. You have not setup port forwarding properly on your router. That's why I need to find my netgear router, to show you what's wrong. Please be patient, I should have something to show you on Monday.
;)
Ok ! thank you for the help !
Im sure I've messed it up even more now !
Im happy to wipe it all and start again ..

No rush ...

what's strange is it all worked for years no probs ..lol
The router had an update & that's when it stopped working with rf2 , the steam only change might have something to do with it to as I didn't have those port numbers ..

Client side everything's fine with all games

Hello,

Sorry for not replying sooner, I've been looking for my old router, but have a feeling I've given it to someone, so no screenshots or video instructions as I wanted.
I've edited your original picture. If you look at the port numbers carefully, they should of looked like this in the picture. The external ports should be mirrored to the internal ports. so when you edit the services they should be something like this.

RF2
External Start Port 54297
External End Port 54297
UDP+TCP
Internal Start Port 54297
Internal End Port 54297

RF2 steam
External Start Port 54298
External End Port 54299
UDP
Internal Start Port 54298
Internal End Port 54299

RF2HTTP
External Start Port 64297
External End Port 64297
TCP
Internal Start Port 64297
Internal End Port 64297

You also need to assign a static IP on your desktop pc. I don't know what version of Windows, so can't give instructions
Thanks for all your help !
Sadly still no joy ;-( it doesn't show in match maker at all , it only showed up that one time as seen in the earlier pic .. that's when I added the steam ports from your post ..but the next day it did no show anymore .
Here is my router setting now : router rf2 pic.jpg

Can you open Command Prompt by either selecting in from the programs menu, or typing CMD in the search bar.
Once Command Prompt is open, type in IPCONFIG and press enter.

From the results, can you tell me if the IPv4 Address is 192.168.1.8
Yes ..
The prob seems to be: ever since the router's Firmware Version update something's blocking my rf2

In your screenshot of your router it is not clear if you are selecting UDP or TCP on the rF2 ports.
What is your router make and model ?

@kro388th are you now 100% sure that you Windows firewall is not blocking dedicated server. If you not check your Windows firewall first and open all ports rFactor2 and dedicated server are using. It is not vise to mess with your router before.

Yes I thought this could be an issue so I went and tested and some of the ports are not open using PFPortChecker so I made some rules , but some how I think these ports are still not open .. Im not skilled in this network stuff Im a drummer ! lol Inbound rules is all I messed with ...>
Desktop 06.08.2017 - 00.54.29.01.jpg

rf2t1 &rf2t2 are simply more attemps to open them ..

Ok when I test my steam port 54298 it say's it cant connect TCP,but if I check UDP it says its open , I built a rule in wfw for this port to be open under TCP , but its not open ..so I think Im narrowing it down , (also I changed both number to match in the router )54298..
