    OKay, Found it.

It seems everything needs to be done in 1 go.

After saving and reloading, the Special Waypoints are generated.
After that ... Special Waypoints won't be generated no more. Is this a bug? or is it only at my end?
So after i've done 1 pit spot and 3 garages (it's in my .gdb) I can't add pitspots, or grid spots, or anything that needs generated Special Waypoints.

BTW: the first Special Waypoint is at a wierd location??? It doesn't seem to affect the AI. They are pitting and stopping at the pitspot now.
Without these Special Waypoints, they kept on driving thru the pit without stopping, until they run out off fuel.

I've just added a pitspot + 3 garages at Joesville.
    - Saved the AIW
    - exit to main menu
    - reload the track.

    and nothing....

For online purpose, It's OK because these pitspots and garage work. A human driver can use it, he knows how to get there.
But the AI don"t know how to get there. :) No Special Waypoints ....

Did you get "Success!" - message after hitting save - button? If you did, did AIW file time stamp actually change after "Success!" - message?

I have run to a related problem few times, which actually was file permission problem in the end. Therefore AIW editor couldn't write special paths data to AIW file during track reloading process.

Try hitting "Reset Special Waypoints" after you've e.g. added a new Pitspot, then save the AIW File and leave and load the Track again. That should work.
