Finally solved my problem. Here is what it solved (using latest radeon drivers 23.4.1)
    - Renamed my player.json file (to create a new one...yes lost some configs but....at least I can play the game finally without jumping in between driver versions)
    - under ..\rFactor 2\Support\Runtimes folder, I've re-installed ALL of them. Somehow only the 2012 were installed.

    Playing with a RX6800 now.

Ok, but just be aware the crashing has been somewhat intermittent (if not load to load, then with varying content). It's possible some combinations of content, and/or another game update, will cause more issues (assuming the AMD driver and the game itself are not yet made to work flawlessly together).

The runtimes, sadly, are unlikely to be related.

If @Knd's fix does not work, revert to video driver version 22.5.1

i had to do the following, as windows was installing the latest driver as soon as i uninstalled the card.

what i did was download this driver
    https://www.amd.com/en/support/kb/release-notes/rn-rad-win-22-5-1

discconect wifi/ethernet ( this is the key part)

in device manager unistall the amd card and check delete driver.

reboot windows, install the driver above, reboot again.

    now reconnect wifi/Ethernet

and it seems to be working!
