I just bought the Monaco ePrix via Steam, but during the buying process I received some errors. Now it turns out that the price of 7,98 euros has been charged three times from my Paypal account :-( How can I get a refund of the 15,96 euros that I paid unneccesarily?

Valve will, upon request via help.steampowered.com, issue a refund for any reason, if the request is made within the required return period, and, in the case of games, ifthe title has been played for less than two hours. There are more details below, but even if you fall outside of the refund rules we’ve described, you can ask for a refund anyway and we’ll take a look.
 
May be a stupid question but could a good modder open the files of this track and add the missing parts to make the full GP track?
 
Edit: Not only this track needs better VR-permance, but especially this track. I get 90 fps with my RTX 2080 with i7 7700k only when not using the FE-car and only before the last corner. With the FE-car it drops under 45 fps as soon as i enter the start/finish 'straight' and it doesn't go up for the rest of the layout. With other cars it's about 45-60 fps, which is not acceptable and everything on low doesn't help either.

I am surmising that Codemasters has the rights to ALL the current F1 tracks. I don't think you will see any official content from S397 in regards to complete current F1 tracks. If I recall correctly, this is the 2nd E track released that is part of an official GP circuit. (don't nail me down on this...I can't remember the name of the track so I may be completely offbase.) In either case you/we will only get the eCircuits. I'm pretty sure folks will ask everytime a new eTrack is released, but I would be very surprised if any of the current F1 tracks come from S397. It's all about licensing.
