Not quite:
ASR gives early access to mods which are in their development stage (beta) to people who donate.
Once the car reaches version 1.00, it is released in the steamworkshop for free.

Thought so as well, however Alessandro Micali from ASR stated otherwise some time ago. He said they wil not make other cars free, except in exceptional cases. Do not know when the latter applies though... strange I cannot find 1992 liveries in steamworkshop anymore, but I have them in game. Must have downloaded them a while back I assume, when they still were there. Did not buy them, at least cannot remember. I did buy some other early release cars from them though...

Maybe it’s this pack for the S397 McLaren M4/8?

Well, when he published the 1991 pack, he said that his way of working was as I described.
Maybe he changed in the meantime.

v1.0b Change Log:
Physics:
Introduced new LE physics, with equal performance for all cars suitable for online leagues.
Specifications, 13800rpm and 720bhp.
It will be our intention to develop HE physics to be applied as a patch in the future, not yet planned.
Sound:
Introduced new sounds following the guidelines of S397.
Sounds were redone from scratch, replicating all the engines from the 1991 season.
3D Model:
Updated and improved models in general, specifically below;
- Brabham Sterringwheel 3D model
- Ferrari new 3D mirrors model
- Fondmetal new real 3D dashboard and display Model
- Fondmetal new 3D mirrors model
- Leyton House new 3D mirrors model, coverengine fix, add new sidepods configuration
- Minardi new 3D mirrors model
- Tyrrell new 3D mirrors model
- Williams new 3D mirrors model and fix cockpit edge
- Dallara new 3D mirrors model and fix sidepods normals
- Updated 3D tires
- Rainlight Fix
Graphics, configuration and Texture:
- introduced 3D configuration for each GP for each car, selectable in the Showroom
- new textures for slick tires
- some general corrections on some textures and skins
- new menu icons
- custom sparks (installation instructions into DLC Coloni)
Damage Model
- Introduced new damage system, with detachment of many car parts, including the coverengine

That changelog is already in their March 28th update. Did they change anything else this time or is this the real update?
 
Version number is the same 1.0b which is the same version number Re March 28. The difference is there was an issue with the rain lights which has been fixed on all cars yesterday. Also they released the last car of 1991 that being the AGS.

1992 just the Footwork to come.

Thanks to ASR Formula for the wonderful 1991 mod and updates over the past few months, a pleasure to drive.
On the other hand, on the track side, indeed we hope to have the chance to ride one day on the track of Phoenix 91
