Windows format & RF2

hi guys
please i need some experience people to tell me what i do wrong after windows format
i have RF2 installed in a different partition with all other steam games
so i reinstall windows and install steam
i choose from steam options the folder that i have all steam games including RF2
but steam re download again Rfactor 2 even if it exists full on the steam folder
why steam dont detect that game is already full and re download it ?

Also integrity of files via steam option doesnt help and client keep downloading the files even if integrity says nothing missing

 

After you installed Steam did you have the 365960 folder, and it's contents, found here: \Steam\steamapps\workshop\content\365960 and also the appworkshop_365960.acf, found in the workshop folder?

 

i dint format my pc i just ask cause every time i format i always found rf2 reinstal game even if its already installed

 

yes i have this whole thing in a separate drive that i installed all steam games

 

also at the moment steam is installed on drive C under windows but all steam games are in a separate folder in another partition on same drive

 

Don't install Steam on C:
Easy.

 

thats what i was thinking for the next time
install steam on same drive with games end of story

i already do that but after format steam dont understand that i have moved a game to a different folder and i have set steam options correctly and did integrity check
but still even if game installed steam re download it again cause maybe the cache files were missing? cant remember

was my mistake
steam recognized all games after i set the folder instantly.
