Instructions for the BMW mod follow:

    To install to rF2
    For Player install:

After you put all maps above in packages run single player.
Go to component manager and install FBMWengine FBMW08 car Talent and MalaysiaF1.
Then back out to series find BMWF1 and install.
    then drive.
do not use Modmanager just install ingame.
    ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

Can someone please tell me where to find the "Component Manager?"

I'm a bit confused about the last line above, "do not use Modmanager just install ingame."

You can install in game in the Series selection screen (there are buttons on the bottom, like install, uninstall,...).
You can also install via Mod manager (I don't know any reason, why you should not use this). Just run the Launcher and press the Manage mods button.

I would not give yourself a headache trying to install this.
The Component Manager you are looking for no longer is part of Rfactor2 new builds. It used to be a icon at the very top middle of the screen, but no longer there or needed now. Unless you really want to install this, there are far better mods out there.

As DJC says the ingame component manager isn't part of the new rF2 builds so I'm guessing that the mod version you're trying to install isn't that recent.

There seems to be quite a few versions of that mod and packaged differently too (rfmod/rfcmp) and from your screenshots the engine component rather unfortunately seems to share the same name and version of an existing ISI component which probably isn't a good idea.
