What is a simulation port?

Looking on steam (http://steamcommunity.com/sharedfiles/filedetails/?id=553088396) I need to use this simulation port somehow but how and where do I input it? Through the firewall or through the router to port forward?

Both....every firewall you have needs the ports opened.

Each server needs five ports open now 2 extra ports for steam to see the server. default is
UDP+TCP 54297
TCP 64297
UDP 64298
UDP 64299
