Is there a setting somewhere that I can adjust to bring the near clipping plane closer to my viewpoint in VR?
I find in some cars (most recently the new Ligier) that my head is very close to the ceiling/window (when setup correctly relative to the wheel and in game arms) and turning my head clips the roof/window

Assign the Center VR Head Position in Settings - Controls.

I've got that mapped and use it, but in cramped cockpits like the prototypes, the roof and walls and in some cars the head support to the left and right are so close to the camera view point they don't start drawing close enough for you not to notice.

AC has a setting called adaptive clip plane where you can move how near the objects are drawn, I was wondering whether RF2 had the same but buried in a config file

You are missing the point. It's not the position of the head... it is clipping through geometry before if get to your head.
