I built my sim racing system right before rF2 was released and now I'm looking to possibly upgrade if it's enough of a worthwhile improvement. Any suggestions?
Buy used is my biggest piece of advice. Most PC components don't deteriorate (relatively speaking, I'm sure they do but in very small and mostly inconceivable, to humans, ways). Your GPU will not be any slower after 2 years than it is when new, regardless of how many hours you've put on it or how many people have owned it before or after you.
GTX 770's are going to be on sale soon, look for deals pre/after xmas. Used is risky; was it overclocked, how much "deterioration" actually has happened? Are you comfortable of changing the thermal paste/heatsink/fans (ball bearings do not last forever.) No warranty. New can go kablooey just as used one, but personally its just too much of a headache to buy used PC components.
My shop GTX770 are gone they closed the menu. GTX780 are as cheap as they were but crap models. Newegg has 3 GTX770 1 in stock GTX780 are "refurbished or out of box" bar 1 a PNY model OCUK have 2 KAF GTX780 models a couple EVGA GTX770 You want to be quick.
If you use a single monitor and if you have a decent CPU, a 760 will allow you to run rF2 with maxed details having 60+ fps.
What's the rest of the system components? With a decent CPU, the GTX760 or 770 should give nice play with an even higher count of cars possible. I run 24 cars everything high to max and get 75-105 fps depending on the track with a GTX670. That's from the cockpit view of course.
GTX 770 is not a sub $200 card even close, 760 maybe you can find for under $200 if you get lucky. R9 280 might be an option, but AMD cards with rF2 are still a bit unpopular.

Insanely good cooling, some of the best, yet they don't get the attention that brands like Sapphire, ASUS, XFX, and MSI get. They're usually right at the top in cooling and quietness, and they also usually come with some of the highest out-of-the-box overclocks. Just awesome in every area and I've never had an issue with any of my HIS cards, but then again I've never had an issue with a GPU, period. This sale price is around the same price as an NVidia GTX 750 Ti, yet the r7 270x will probably give you around 30% more performance, on average. Having said that, they had the r7 270x on sale for $99 about 2 months ago, and the r9 280x (equivalent to an HD 7970) for $150.
never even heard of them, interesting. id also def go AMD if youre looking for performance/dollar, but as said ofc look into how it suits your specific setup/sims/games.

The 770s, even 2gb, very likely won't come below that $200 price ceiling you're looking for. Maybe 680 GTX or 760, but have a look at them R9 280s or whatever. It may not perform as well in rF2 but you can see benchmarks for more games.
UPDATE! At 6pm PT tonight (11.5 hours from now) Option 1 listed above (AMD R9 280) will be on the shell shocker special sale for $150! I think these deals only last an hour or two, this is a great price! The 760s are 2GB, the 280 is 3GB, also, most people report the 280 as a touch faster than the 760 for the most part. If this guy is looking for a GPU for under $200 I would seriously consider that 280 deal for $150. On the other hand, I would look into a 770 or 290 since he can sell the games/credits, and by the time he does that, it'll be as if he paid only $200 or less. If he doesn't want to deal with selling the games/credits, then I would get that 280 deal for $150. Awesome deal. It's on in about 5.5 hours.
