Steam is stuck in a loop trying to update the game

Last night, when I checked my library, steam showed rF2 as uninstalled but then I checked and all the files were there. So I clicked install and it downloaded like 50MB or something and that was that.
Until it started updating the workshop content (~60GB of content that is already in there) and everytime the download is completed it just says "Update Cancelled" and starts all over again.
