Those planes look like "flares", which are usually using a special shader, is this in DEV-mode or normal ingame ? I've seen other weird things happening in 1080 which could be related to shader-index being messed up, but that's just a wild guess.
Does it happens on ISI or 3PA (uploaded at ISI website) tracks? Maybe a bad graphic conversion of track to rF2? Sometimes this bad conversions produce errors with headlights at night, but I don't know about that.
