Incorrect johnconner, the program is designed to be run from the dedicated.exe file. I've been running mine since day dot and with the last few builds, have been running multiple profiles from the dedicated.exe file.
Create a shortcut to the dedicated exe and to the ModMgr. Change the "Start in:" folder to D:\Program Files\rFactor2 (take out the "\Core" part) for both. Now run the ModMgr (via the shortcut), check that the install and packages folders are correct in the lower right corner, then install your mods. Then run the server via the shortcut. That's the way I need to run both the ModMgr and the Dedicated exe without issues. Early on I ran both directly but at some point that stopped working. Maybe it's something to do with the folder setup, I'm not sure.
And it is reinstalling a broken file each time? Have you checked the installer is OK, or that your hard drive is OK? Where do you install the data? Does your Windows user name have any non-English chars in it?

You need to create a rfmod for the server. It's not the same process as rf1. Go to your rf2 folder on the server, then support then tools and run MAS2. When that loads click the little icon of a box with a open lid, then select "Create New Mod Package". Give it a name and click next. Then select the track, cars etc etc. Finally save it and then it should show up when you launch the dedi again.

Dont forget to allow it to communicate through Windows Firewall. (control panel -> System n security -> Windows firewall)
other quest.. who my server permit download MOD and Track via Server in the Game, so AUTO-Update into the server no track - update via server Update MOD - UPdate via Server. saludos.
