A long with all the other weather wishes one thing (searched but not found) that appears to be missing is Seasonal Weather, maybe add some lines into the tracks GDB or whatever with references to weather in Seasons, something like: //Seasonal Weather % Rain Chance Spring 10.00000 Summer 5.00000 Autumn 15.00000 Winter 20.00000 //Seasonal Weather Wind Speed Spring 5.00000 Summer 2.00000 Autumn 10.00000 Winter 15.00000 //Seasonal Weather Humidity Spring 50.00000 Summer 75.00000 Autumn 60.00000 Winter 35.00000 Stuff like that, then in game an option to choose which Season you wish to race in (Weather Screen). Obviously visual aspects could play a future part in tracks if a track modder released Seasonal variations to his/her work to coincide with the weather selection in game.
