This is a bug that happens randomly for no obvious reason, happened once to me as well many months ago. I reckon I needed to re-install the game from Steam to eventually get rid of it.
It seems to be working now after restarting PC and Steam, it seemed to update something and the when I launched the game the bars came up.
It's weird - My CS:GO workshop items did the same thing, until I unsubscribed to these items. Ironically my rFactor 2 Workshop items are without hitches, and they work perfectly. So it seems like a Steam issue to me.
You might be able to add rF2 to your steam library (but not install). Then go to Image Space's workshop and press unsub on all the addons. Then try and install and it might just install the lite bit?
Is there a way to do the opposite, mine wasn't subscribed to any addons tracks or cars. I only want to install the official ones to start with but I can't remember what was in the original if that makes any sense. *** I see they're downloaded and are in the cache folder.

I don't know why, but my fps down dramatically. Ex:meganes at mills 20 cars, 20 visibles cars all at max only shadows at high always around 70 fps and now 15? im loosing something? gtx 970 8gb ram pcars and Ac graphics at max and no problems. more than 6 months using nvidea drivers 347.88. any idea?
