Race engineer program

Would it be possible to make a program which one could install on a laptop or even phone which allowed someone to see your race progress, tyre wear, fuel etc?

If it included a live timing section and the ability to decide tyres and the amount of fuel in a pitstop, it would be thoroughly useful. I imagine one might be able to connect through IP addresses.
