Do you have Ati? I have the same problem (hd5850) with the hdr clear selected. I think that we have the drivers not optimized.
guys i just found the problem, it only happens when i turn on Road Reflection, turn it off and it's gone... gtx 660 ti here
Try to delete the shader cache. Delete all files inside "...rF2DataFolder\UserData\Log\Shaders". rF2 will rebuild the files next time you start a race.
Turning HDR off > on (or on > off) whichever... Seems to help with the "running" shadows too. (Turn off/on in the "Configure Sim" option, not in game)
I get that when I have Shadows set to MAX, setting them ti HIGH resloves the issue for me (ATi HD7850)
also.. i noticed, always in Portugal, strange fuxia elements in the car cockpit (with the hdr profiles CLEAR activated) And to much severe dark zones in the terrains. Nik (p.s. fantastic contrast on the car also..!!)
And do you have to start and run the game in between, or just click OK and then go back into "Configure Sim" and re-enable?
I had the same issue in the past, someone suggested having the shaders re-build themselves by disabling shadows/wind+crowd motion -> launching and then re-enabling and launching again. Sometimes it's a bit of trial and error, and is why I no longer f*ck around with shadow settings any more
For me this issue was solved when turned off the FXXA (and Shadow bluring. - I don't remember only FXAA solved the problem or must have disabling both setting). (I've Ati 6850)
I start the sim... if the running shadows are there I exit the sim, turn off HDR/FXAA in configure sim and exit altogether. Then restart rf2 and drive for a lap or two. I then exit altogether and re-enable HDR/FXAA in configure sim and 9 times out of 10 the running shadows are gone. There have been one or two times that I`ve had to repeat the above process as for some reason it`s not worked first time but as I say, mostly it does.

I have eight levels too... Nvidia GTX470. @ Lucky... So are you saying turn it down a notch from what you would normally run it at and it solves the issue?
