plug in delay -auto engine start (after plugin's loaded)

    this would pretty much solve the plug-in delay annoyance & be an easy fix once & for all
    (I'm assuming easy for devs?)
    (for users & advanced sim-centers that have hardware such as vibration units/motion/wheel displays & other various plugins )

    a simple option (even if hidden in the .ini but would be great if in the UI )
    for the sim-car to have no engine running but will auto start once plugins loaded (or by a predefined amount of secs )
    this obviously would be the case when 1st entering the sim car , resets etc

    this would make the experience of rf2 working together with various additional hardware (that requires plugins) appear totally seamless

    rf2 is really starting to show solid promise now in many areas,
    this option would be great addition.

    p.s it was very good how the devs put the delay race start option
    ( so plugins load in time ), with this additional option this will be the icing on the cake
