    Hi,
I keep getting this error since the latest update.
I have already deleted everything and done a fresh install but the problem persists.
Any help will be much appreciated.

I am having the exact same issue.
    Same error message.
When I click OK it just goes in a circle and I wind up at the error message again.
I tried complete uninstall, wipe all folders, clean registry. Reboot, reinstall
I get the same error message.
Is this part of Steam? I cannot seem to be able to fix this.
My Lifetime RF2 account is now useless? Help!

Means steam can't run it, yeah. Could be runtimes or something, but more often it's the 'usual' things you find on Google - permissions, admin, etc.

The parameters themselves are normal, you just get the error because rF2 wasn't able to start.

I had this problem on a w10 machine and for me the fix was to run steam as administrator, others in the past have had to run either steam.exe and/or rF2 as admin, so it may take a little bit of fiddling around to see what’s going to work for you. Close steam, then navigate to steam.exe and right click, select properties, then select the compatibility tab and select change settings for all users, in the next tab tick the checkbox to run as administrator, apply changes. If that doesn’t work do the same for rFactor 2.exe, and if that doesn’t work revert the steam.exe changes and test, like I said it may take a bit of fiddling around and then again it may be like Lazza said and be something totally different. Good luck.

    I just fixed it!

I reinstalled the 4 runtimes first.
They are in the Support folder.

Then I went to Regedit, and removed two refferences to Steam Launcher.exe and Rf2.exe

Step 1. Press Win + R at the same time to launch the Run dialog.

Step 2. Type regedit in the box and tap on Enter.

Step 3. Copy and paste the following command in the box and hit Enter.

    HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers

Step 4. In the left navigation bar, look for Steam Launcher (steam.exe), and then right-click it.

Step 5. Choose Uninstall and click Yes in the confirm message.

Step 6. Reboot your PC to examine if this fix works fine.

I did both and then rebooted with success!
The article where I found the fix: https://www.minitool.com/news/steam-windows-compatibility-mode-error.html

So for others this worked for me.
Man what a PITA! But Yeah I got it.
