Yes, it was done with maximum packers.

Well , then you need stiffer springs along with packers. Higher ride height will help as well.
There still could be something wrong with packers, i remember there was issue with it in past , don't know if they fixed it.

yep lower ride height means less suspension travel hence sooner the bumpstop will hit.
