Missing Practice Session on Server

I'm wondering why my dedicated server is missing a practice session even after I restart the weekend or go to next circuit. My settings are:

Test Day="0" // 0 = normal sessions (practice, qualifying, warmup, race), 1 = 30-hour test "day"
Practice 1 Time="0" // 0 = use default from GDB, otherwise this is # of minutes for practice 1 (1-10 by 1, 15-90 by 5, 105-165 by 15)
Qualifying Time="0" // 0 = use default from GDB, otherwise this is # of minutes for qualifying (1-10 by 1, 15-90 by 5, 105-165 by 15)
Qualifying Laps="0" // 0 = use default from GDB, otherwise this is # of laps allowed in qualifying
Warmup Time="0" // 0 = use default from GDB, otherwise this is # of minutes for warmup (1-10 by 1, 15-90 by 5, 105-165 by 15)

It just goes right to a 30 minute warm-up.

I'm wondering if there is another setting I may be missing that would make the server do that?
 
your current practice 1 time is "0" (no time set)
edit the values, in minutes, (from 1 minute to 165 minutes which is 2hr 45minutes)
example:
Practice 1 Time="165"

run your ISI Dedicated Server "HOST" option from the launcher, you can set everything using the graphical interface, this auto edits your multiplayer.ini file.
 
I've set it to 165 as you have listed above, but the session still starts on warm up.

I only have access to the config files for this server, not the panel you listed in the image so it has to be something I get to and edit via config file.
