Hm...the fuelUse in the AIW file from Portugal is much higher, than on other (longer) tracks. Is the fuelUse meant to the whole track, per km or what? Not sure, how this would affect the fuel usage for human driver, too?
It's just an estimate of the usage per lap, this is then combined with the cars estimate usage. But if the track estimate has been calculated using the wrong vehicle while making the .AIW, then it can give false results - in rf(1) it was the standard default car, which name I don't remember (Koda?)
In my view yes (previous version suffered of the same problem), I had corrected it on the version I used of the track on RF2 non steam, but with Steam auto update feature I would have three different copies of the track on my HD. Cheers.
