    Steering resistance type="0" // 0=use damping, 1=use friction ???

Friction is a resistance that hold your wheel when you turn it
Damper is a progressive friction related to the speed you turn your wheel (more fast, more resistance)
you can select how much you want feel this effect in the global force with these lines:
Steering resistance coefficient="0.10000" // Coefficient to use for steering resistance. Range: -1.0 to 1.0
Steering resistance saturation="0.10000" // Saturation value to use for steering resistance. Range: 0 - 1.0

for logitech wheels , you have to select damper at 100% for feel this setting ingame.

I don't think he meant this, he really means the FFB effect line:

    Steering resistance type="0" // 0=use damping, 1=use friction

curious about that as well is it possible to switch (tested it didn't make a difference, g25)

Since that effect is set to 0.1 by defaut, it's hard to feel the difference.
Try change the 2 parameters below to 0.8 or 0.9
Steering resistance coefficient="0.80000" // Coefficient to use for steering resistance. Range: -1.0 to 1.0
Steering resistance saturation="080000" // Saturation value to use for steering resistance. Range: 0 - 1.0
Then set damper to 100% in the logitech profiler, now you will feel a little diference betwen "1" friction and "0" damper
This setting can be helpfull for the wheels with very light internal mechanism like g25.
