    my ping is around 48-70.
its not a very busy server, i think there were around 8 players.
    This keeps happening,
not only does it look terrible, but is impossible to race when cars keep popping in and out of nowhere.
    This happens on every server.
Plus it keeps saying 'synchronizing' on the bottom of the screen.

That's either lag or packetloss. Both are the result of server connection/performance and combined client connections + you.

To avoid this find different (better) servers or try again later. even 1 or 2 drivers with bad connections can do this to a server.
check you own connection , cut everything that connects to the web, AV, torrents, updates, people in the house on the web, etc.

    what is your connection btw?

i keep trying ping tests, yet nothing out of the ordinary.
yet online after spamming the ping key, i see a split second spike of 1200-1500ms.
    just for a split second.
i cant see the fault with anything else.

    nope nothing.
turned router off and on multiple times as well.
every server seems to be doing this, which doesnt make sense.

I tried another game, Path of Exile, which has a very good realtime ping monitor.
no spikes at all on there.
    Everything else seems fine.

Speed and ping look ok, have you tried testing at http://www.pingtest.net/ that'll give you packet loss and jitter results.

As far as I understand its just a snapshot in time as connections get re-routed over the web all the time.
that's why I suggested to try later. could be as simple as rush hour on your local lines. I have that on sunday nights, speeds slow considerably every week. Bloody Dutch and their porn :)

ok sorry for spilling this topic into another thread.
but since its still here i'm keeping it updated.

    so.

    i've found something very interesting.

im only getting the lag spikes when the rf2 launcher is open.
and i never close it because i dont alt-tab out of the game to close it.

    Edit:
ok it was the launcher all along. thanks for the help guys.
