Everytime you do a clean install, rF2 is going to subscribe your account to all the official content and download it during the installation. A trick that yopu can do is, to cancel the installation at the beginnig of the downloading of the content. Close Steam. Go to your Steam Account on the web and unsubcribe of the content that you don't want to download. Open Steam again and will continue with the installation without downloading the content that you don't want.
