Had the same problem. You need to have some content in the game. DL some of the content from http://rfactor.net/web/rf2/rf2dl/. The add the files to your packages folder eg: documents/rfactor2/packages. I found somewhere after a few problems to DL the 3 french packages first (Clio, Megane & Formula Renault), then you'll be right to go.
