Has DRS changed?

I was testing a car that has a moveable wing but I wasn't able to get it working.(it has in the past) I thought I had screwed something up but I've discovered something. My initial test was at Portland, which has no DRS zones. When I changed to Silverstone, I was then able to activate the Wing as often as I liked. Has S397 added something that restricts DRS usage at non-DRS tracks? (originally tried both v1126 & v1128)

 

Portland has a DRS zone, to stop DRS.
