Are you running rF2 via Steam?

Move the ..\rFactor 2\UserData\ folder to another place and launch rF2.
This will create a new (and clean) UserData folder.
    Good luck.

@iagg 's advice is a good first step. Folks have to remember that uninstalling does not completely remove all the files. You have to use Steam to un-install, then use Windows Explorer to delete all the remaining folders. Then once you do re-install rF2, use Steam to verify the files. (under rFactor2 properties)

Now 2nd question, rF2 has progressed quite a long ways from 2018. What are your system specs, laptop? Videocard & Video Ram, system ram, cpu.

Runtimes can be a factor if the game isn't starting at all, especially if you have a fresh UserData folder. To test/remedy:

Reinstall all 4 files in the Support\Runtimes folder (Run each one, select repair or install).

After that, do the same with the x64 and x86 from this page: https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist
