Dedicated Server Not Pushing Content (Joins Fail)

    Please Help! Apologies for a question that is probably a frequently asked, but I have not yet found the answer.
    When joining my server, my client receives "Failed to download/install packages."

    I've followed the guides for setting up a dedicated server and race event, opened the correct ports on both in the Win FWs and the router.
    I install content as instructed using the ModMgr, then create the mod with Mas2.
    I launch the dedicated server via the shortcut, walk through the wizard, and the server starts.
    Both the server and my client are on my LAN and I've set the FWs and router up such that the client can SEE the server both via LAN and Internet.
    However, when I join the server, the client gets this error: "Failed to download/install packages."
    Client has all the same packages installed as in the mod. I've tried creating several very simple mods and it always fails.
    Client can join other Internet servers.
    Any thoughts on what I've done wrong if my server won't push content/my client can't find content from that server? It feels like there's something wrong with my mod creation process, but I cannot figure it out.
