Change Tires and Refueling (Endurance Pack)

I have a league using the Endurance Pack and we want set a different method of pit stop in our championship.

We want the change tires and refueling are separated in pit stop and not "concurrent" how is today. This would to increase number of strategies during the race.

However, the upgrades are blockes becaus this is an official content. So, How can we edit this? In .json file? In .rFm file? Or creating a new upgrade file?

Help us, please? This actual method has killing the different type tires of the Pack (don't need go with hard tires because don't make an differece).

Ex.: Refueling = 30s.
Change Tires + Refueling = 30s.

Should be:

Refueling = 30s.
Change Tires + Refueling = 30s + 20s = 50s for two tires OR 30s + 22s for four tires.

How I edit this?

If you are determined to use your pitstop strategies, then you will have to use other content than the S397 products.
