Car upgrades in server side

Server side how I can set these up? That each driver uses them.

 

For tyres on the server I select and force the upgrade in single player. (not sure if refueling or DRS panels will be added, never used them)
This creates a trackconfig(name of track).ini file in the player/settings folder either in a track folder or mod folder. (for instance : trackconfigHungaroring 2017.ini)
This I copy to the same location on the server and then select Force Upgrades.
Anyone know of an easier way, feel free to post
