I put this same question to Tim. How does the AI determine the aero package..? No response.

I have reported the same problem and I'm sure it has been passed on to the devs.

Can confirm AI wrongfully using low DF config on Mid-Ohio v2.00.

There needs to be a better system for the user to determine exactly what Upgrades the AI use, currently it's locked to specific Naming in various files which are uneditbale by the average user.
ISI need to change this to something IN-GAME (i.e. not in a bloody plr/ini file!!) on or near to the Opponent Selection screen, this then overrides any of those Naming rights inside the files.

    Example:
    Select Opponents
Select Upgrades/Upgrade Package you want them to use
    Load Track

That functionality is already there. Look at Skip Barber, you select national upgrade then AI defaults to national, yet the regional upgrade is stil selectable in the AI filter selection box.
Why ISI never bothered to do this with other cars and their aero upgrades is beyond me.

edit: nm. Probably because of different class designation causing problems with online championships.

It would be nice if ISI would eventualy come up with a more elegant solution.
