I would LOVE this track. I'm not sure how that would even work licence wise, as its not so much a racetrack as a public park. Would that even need a licence?
I wouldn't be surprised. ISI has a bad habit of doing tracks I was doing (Monaco 1967, Indy, now Belle Isle ?)
Ephrata Raceway Park? Evergreen Speedway? Port Angeles Speedway? South Sound Speedway? Spokane Raceway Park? Wenatchee Valley Super Oval? Any of these?
Quite a lot of short ovals in Michigan, I didn't look at how close each was to Detroit though. Of course we could be way off and it's not even in Michigan.
Track team are based in Europe, FYI. I'm the only one in the USA who could be considered a part of it, in that I survey the ones that are local to me (Indy, LRP and one other). Luc surveyed Silverstone himself.

You heard it here first, the new track is The Monticello Motor Club Or coming in second The New Jersey Motorsports Club with dust and all. The Northeast is finally gonna get some love.
Luc is in Belgium I believe and Tuttle is in Italy so that pretty much leaves me out of ideas at the moment.
Sounds like Tim might have just hinted, at a guess. "and one other" so there is one he has surveyed that isn't in game. Sure there could be other reasons but I suspect it is referring to an unannounced track. Whether that is the next one or not only ISI know
I seem to remember Tim tweeting something along the lines of "this place is so beautiful" and something about taking pictures. Don't know if it has to do with either track though. The first track was a Tilke designed non-F1 track right?
May I ask if ROUEN was officially (not through modding scene) in any Sim? Don't answer, if somebody answer Yes, my heart will be broken...
Rouen was also in NFS Shift (2 I think), but even more "fantasy" than GPL. GPL's rendition of Spa, Rouen, Watkins Glen, and Mosport made me fall head over heels for the historic version of those tracks - even as inaccurate as Spa was.
I think Rouen was in Slightly Mad's Ferrari game, wasn't it? "Ferrari Challenge Legends Championship Racing" something... Can't remember the name.
