    IMO - both.
It is not a secret, that computer graphics especially in-game one contains a lot of flaws. how many times I had to fight against ugly objects like trees or low-res side objects when preparing screenshots. DoF or motion blur do the job well, moreover using these efects is justified by simulating camera lens effects.

Finally a lot of people adding those effects when post-processing screenshots or movies. So why to not have it on replays.

If you simulate a real render of a camera, your brain identified this like a real picture or movie ;)
An example with GT5 picture where you can set optical option like a real camera :

It better in replay, but for me it's not a priority in a sim

Of course the F1 shot has been edited as you can see the blur mask around the car...but it looks stunning. :)

If you're wanting to make something look filmic, or photographic, you need these in your arsenal. To be honest this game doesn't have many imperfections (the shadows disappearing is the only one I can think of off the top of my head), but being able to knock the background out of focus or add some blur would just make screenshots look better. I certainly wouldn't want it in the sim portion though, leave that to Shift.

    Yes, on new drivers now.

Feels: Yes as Tuttle said, blur was applied to the backround

First shot was taken a while ago on older drivers which didn't have very good AA

Cool... just going to do fresh OS so I`ll install them and see what like. :)

Nismo, again really like that last shot but could I make one small crit/offer of advice from my point of view?

The background motion blur would maybe look better if it had the same angle as the car body does... in other words going in the same direction as the car.

Just my opinion mate, it`s the way I`ve always done it and the way it usually works in real life too. Still an excellent capture. :)

Critique is cool man. I'm sure it looks right though, look at the trees, looks to me like it's in the right direction, i set the angle to be. Car is moving forward and the blur is going backwards as it should?

NIsmo can you tell me your graphic settings? In-game and Nvidia control setting, please if you can :)

camera follows cars motion so blur is left back so it looks right.
