A few karting tracks (two or three can be found in the track forum here) Eltsu (Finnish 1960's) Hockenheim 1960 currently in development Some fantasy tracks (also found in the forum) Not terrible many.

Is Sergios La Chatre also scratch made? What about Route 666? Excuse my ignorance if that isn't the case.
There is also that Aussie track that I can't remember the name of but maybe will jog someone else's memory. Edit: Symmons Plains. Looks like he never released a v1.0 but it is scratch made. http://isiforums.net/f/showthread.php/16357-Symmons-Plains-Raceway-Beta-v0-95 If you're looking for well done tracks, Longford isn't scratch made for rF2 but it is really well done. I'm sure there are others out there as well that I don't know about.
Zolder! These had their origins in rF1, but believe they were redone (rather than straight conversion) for rF2: Sears Point Longford Texas World Speedway and the other plickbadger tracks
Indeed, that's the case with Longford. The last version for rF1 actually had the realroad polycount and mapping stuff already. It's probably fair to say the last version for rF1 was actually designed for rF2 (rF2 was available for quite a while by that point). I've changed it so much since the first rF1 version that I consider the rF1 version a test-bed for the rF2 version. It's just that I got a very early start, with preview releases in rF1 And with so much change since then, I'm a bit uneasy when Longford is called a conversion. In many ways it is. In some ways it isn't. I consider it an ongoing project, rather than a conversion. Conversion has a much more negative connotation in sim racing than Ongoing Project

Sergio "made" Eltsu for GPL so I consider RF2 scratch Woochoo "made" Longford for rFactor so I consider rF2 scratch If anyone else does them I think they are conversions, like say Virgilio Tavora Dorita Ring, Canyelles, Lowlands, La Mofosa, Tres Millas, Subida a Munco, Euro Ring all scratch

You can count in tracks from Virtua_LM. They have been made for rF1, but made from scratch. Now, updated to rF2 they do fit in well.
Seeing how OP wasn't asking about scratch built third party tracks only, I guess you can count in ISI's official track content too.
+1 Majority of people don't like Kyalami ( beta conversion ) When you get a chassis like F3 Eve working like it does there, scratch track, graphics qualities, they become redundant.
