Tried most suggestions, when verifying files, it stops at 99%. Re-started Steam with no effect. Re-installed runtimes. 9900k 64g ...
more questions? I think I'll print out a form...lol... 1. Is this your first time using rF2? 2. System specs please, we need video card model number, i.e. nv1060 or amd 5700T. 3. Laptop or desktop? 4. Have you already downloaded mods/skinpaks and tried to install them? 5. Are you using the default Steam file paths or have you moved rF2 into another directory? 6. Are you using the brown old UI or the white-ish new UI?

@LibranRabbit Yes, as @JimmyT has said, some more information could help. Does the launcher load? And then, what happens exactly?
Ok, upper crust WAY over the top system. Very nice. First thing to try would be to use old UI. you access this via Steam. Right click on rF2(public access) and choose properties. Then the beta tab and v.1118 Restart. When you get to the launcher screen, the brown old UI, click on the gear icon to reach the video settings. Open that to make sure your video card is correctly listed. Do not choose AUTO or default, make sure YOUR CARD is the one listed and the screen resolution is correct. You need to check this EVERY FREAKIN time you load rF2. For the new UI, it's right at the start, after pressing play in Steam, you have the choice to run rF2 or the config tool. Run the tool first. Then when that finishes..start rF2.
@LibranRabbit Do the things from the above posts. and after that is done and before you start the game, go to the folder ..\Steam\steamapps\common\rFactor 2 and rename the subfolder "UserData" into UserData_Backup. After that is done, start the game.
Same problem for me. Followed the instructions above, get to the start screen and a sound plays as I hover over an icon - car, circuit etc but when I click, screen goes blank for a second and then reverts to start screen. Only way out is to kill the program..
OK - All resolved in the end - and worth the wait. Lots of messing about - changed to Beta 1116 and back to 'NONE - Opt out' again (after which it picked up another update released on the 4th June) and then changed the video settings, manually selecting my video card and the native display resolution (3840x2160 in my case), Fullscreen mode and a refresh rate of 30hz. Also anti Aliasing at 5. Monitor is a 55" Samsung UHD TV Hope this helps.
