I had been having random stutters since upgrading to Windows 10 (possibly longer, but my memory isn't what it used to be). Lots of the common cures and tracking down unnecessary processes were to no avail. Power of concentration was the only thing getting me through those stutters without going off track. Put the problem on the backburner several times and finally, today, I found an answer: disable the Diagnostics Policy Service. I have chosen just to disable the service rather than eliminate the registry entry. Thanks Emery. I wonder if this same process was causing some system instability where WIN 10 was shutting the system down because it did not like the voltages I was running. If fixed that by adding a little more juice to the CPU but I will give this a try too.
