Posted that I developed a border around rF2 with 107. rF2 is the only thing on my pc that suffers with this. Did a complete 100% clean install of 118 (deleted absolutely everything I could find of rF2) and the border is still there!!! Changing resolution does nothing, altering my graphics card settings does nothing and rF2 is still the only thing doing this. Please sort this out. In despair.
This is likely your video card and it's scaling setting on the resolution you are using for the software.
I had this same problem, running an AMD graphics card connected to a monitor via HDMI cable. The problem for me was the overscan setting, I had to change it to zero. It has to be fixed for every combination of resolution and refresh rate.
