    On the packages screen, look for a mod at the bottom of the list that might be using the track.

    No content of any kind goes to the Launcher folder. If what you say is true, there is something screwed up on your end somehow I think.

    Workshop content, including S397 DLC, is temporarily downloaded to the "temp" and "downloads" folders found in "workshop" folder
    :\Steam\steamapps\workshop.
    When download is complete the content ends up in it's own "ID#" folder found
    .:\Steam\steamapps\workshop\content\365960\ ID#

    Have a look in the launcher packages screen and see where your package directory is set to (see pic)

    If you can't get the game to load so you can see this then maybe close steam move your player.json file from here :\Steam\steamapps\common\rFactor 2\UserData\player and place it on your desktop then restart steam and start rF2 again. maybe that will help.
