What is the green line on the outer edge of the tire temperature display? The tire itself appears to change color with use, but there is a series of dots on the outer edge that never seems to change color from green.

I assume it's some kind of damage or use/life meter? Is this how much life is left in the tire?

This green dots are the life of your tires.
With the pass of the laps, the dots will begin to disappear, and the color will be yellow. And more laps later will continue disappearing and the color will be red.
Depending on the car and the compound, the life of the tires can be long or short.

And if a tyre has no colour displayed, you should have a good idea why. ;)
